This web-based tracking system has been launched in parallel with the South Coast Rail Corridor Lane Use Plan: Retrospective Analysis: report released by the Executive Office for Administration and Finance in May 2012.  The report and web-based tracking system were included as requirements of Executive Order 525, issued by Governor Deval Patrick in fall 2010.

Included in the web-based tracking system are investment commitments that were made between FY09 and FY11 by the Executive Office of Administration and Finance, the Massachusetts Department of Transportation, Executive Office of Housing and Economic Development, the Department of Housing and Community Development, the Executive Office of Energy and Environmental Affairs and the Division of Capital Asset Management within the 31 cities and towns in the South Coast Region.

In total, over 245 investments captured in 28 programs are included in this system. Each point and area on the map includes information about the investment commitment, including the amount and the consistency  of the investment with the South Coast Rail Economic Development and Land Use Corridor Plan.

The above map displays state investment commitments in a number of different ways; each method for displaying the information includes an information bubble that displays information specific to the geography of the investment, the investment committed and the consistency of the investment with the Corridor Plan. In addition, the map displays the existing rail line, as well as the future proposed rail line with links to the South Coast Rail Economic Development and Land Use Corridor Plan.

City and Town Wide Investments Commitments:

HOW TO VIEW THEM: View city and town wide investment commitmentsby clicking within municipality boundaries. 

CITY AND TOWN WIDE INVESTMENT COMMITMENTS: City and town wide investment commitments have been committed to a city or town for general use. Examples of this type of commitment include a Housing Production Plan, a Master Plan, or a Storm Water Management Plan.

DATA INCLUDED IN THE INFORMATION POP-UP:

  • Municipality Name- The name of the municipality
  • Investment Commitment, FY09-FY11- the total investment committed between FY09 and FY11, by the six reporting agencies
  • Number of Investment Commitments- the number of investment commitments between FY09 and FY11, by the six reporting agencies
  • Number of E.O. 525 Consistent Investments - the number of investment commitments made between FY09 and FY11, by the six reporting agencies, that were consistent with the Corridor Plan.



Priority Area Investments:

HOW TO VIEW THEM: View Priority Area Investment Commitments by clicking within a purple Priority Development Area or within a green Priority Development Area.

PRIORITY AREA INVESTMENTS: These investments have been committed to a location within a state identified Priority Development Area or Priority Preservation Area. City and Town Wide investments are not included in the total investment commitments captured in these areas. Example of this type of commitment include an infrastructure project located within a Priority Development Area or a habitat conservation investment made within a Priority Preservation Area.

DATA INCLUDED IN THE INFORMATION POP-UP:

  • Priority Area Type - the type of Priority Area. Definitions for Priority Development and Priority Preservation Areas can be found in the South Coast Rail Economic Development and Land Use Corridor Plan
  • Name - the name of the Priority Area
  • Number of Investment Commitments - the number of investment commitments between FY09 and FY11, by the six reporting agencies, made within the Priority Development or Priority Preservation Area
  • Investment Committed, FY09-FY11 - the total investment committed between FY09 and FY11, by the six reporting agencies, within the Priority Development or Priority Preservation Area
  • Description - a description of the Priority Area.


Location Investment 

HOW TO VIEW THEM: View location investment commitments by clicking a red location point.

LOCATION INVESTMENTS: These investments have been committed to a specific address or a general area. Specific investment commitments are captured by one dot on the map. The information associated to each dot indicated whether the investment commitment was shared amongst several sits. If the investment commitment was associated to one address the information will read that the investment is to shared and that there  was only one location. Investment commitments that were shared amongst several locations will read that the investment was shared and the number of locations will indicate how many locations with which the investment commitment was shared. In addition, an investment commitment may have been a "general investment", which is representation of a linear investment commitment, such as a road or sewer investment. In this case, the investment commitment was associated with varies from project to project.

DATA INCLUDED IN THE INFORMATION POP-UP: 

  • Name of the Investment Committed - the name associated with the investment commitment
  • Municipality - the name of the municipality where the investment was committed
  • Investment Committed, FY09-FY11 - the total investment committed between FY09 and FY11, by the six reporting agencies 
  • Shared Investment - a shared investment indicator, as described above
  • Number of Locations - if an investment commitment was shared, this provides the number of locations it is shared amongst
  • E.O. 525 Consustency - an indicator that identifies if the investment commitment was consistent with the Corridor Plan 
  • Investment Description - a description of the investment committed
